In 1858 the first Indian contingent went to West Indies as Farm labourers. The were called coolies. Even now coolie is a nick name for an Indian
India coming under the British rule resulted in large scale migration of poor people to England and other parts of the empire . They constituted The Cheap Labour. Mostly they were in menial jobs. They were not respected in India and hence it did not bother them when they were not respected in countries to which they migrated.They were submissive. ZAfter 1920 or so Indians started going to England and Usa for better education and reserch facilities: Srinivasa Ramanujam , yellapragada Subba Row, S. Chandrasekaharan and alike.
While the contributed quite much in their respective fields and it is true they could not have done as much in India,they were not holding great positions The racial prejudice delayed recognition to Chandrasekharan( Who proposed Black holes ) it was denied to YSR He did not get Nobel prize forany one of his life saving discoveries.In a way the also were members of Cheap Man power
